Европейская программа регулирования аудита создает угрозу МСФО – предупредила FEE

Европейская федерация бухгалтеров (FEE) раскритиковала предложения некоторых членов Европейского Парламента, представленные к внесению в программу реформы финансовой отчетности и аудита в ЕС. По их мнению, такие формулировки могут затормозить глобальное распространение международных стандартов финансовой отчетности. «Программа поддержки реформы в области финансового учета и аудита на период 2014-2020» от Европейского Парламента и Совета Европы увидела свет в декабре прошлого года. Что касается предложенных поправок от парламентариев из Комитета по вопросам экономики и денежной политики (ECON), которые вызвали опасения FEE, то они увидели свет уже в марте. В своем письме в эту среду президент Европейской федерации бухгалтеров Андре Килес (André Kilesse) и исполнительный директор этой организации Оливье Бутели-Тафт (Olivier Boutellis-Taft) заявили, что некоторые поправки к программе европейского регулирования финансового учета и аудита представляют собой «значительный шаг назад». «Нас беспокоит то, что некоторые из (них), судя по всему, в значительной мере основаны на недопонимании или неправильной интерпретации фактов», – прямо заявили они. По их мнению, принятию международных стандартов финансовой отчетности различными странами могут значительным образом навредить специфические «европейские» стандарты отчетности или различные интерпретации МСФО в странах ЕС, и для Европы в целом это весьма нежелательный итог. «В 2002 году ЕС четко продемонстрировал свое лидерство, приняв МСФО и став во главе движения в сторону глобальных стандартов. Лидерство ЕС признается в мировом масштабе, и его необходимо сохранить. Этот вопрос нужно рассматривать в экономической и стратегической перспективе… Группа лидеров стран Двадцатки совершенно справедливо подчеркнула, что глобальные рынки нуждаются в глобальных стандартах отчетности, и признаки потенциальной возможности возврата к европейским или национальным стандартам станет значительным шагом назад». FEE – европейское бухгалтерское объединение, членами которой являются более 700 тыс. бухгалтеров из частного и госсектора – призывает ни в коем случае не отходить от международных стандартов. Если европейские разработчики начнут создавать свои собственные стандарты на основе МСФО, это не только увеличит издержки, но, что еще более трагично, может вообще изолировать Европу от остального мира и затруднить ее экономическое восстановление. Вопрос на самом деле очень серьезный, потому что на наших глазах решается будущее МСФО в Европе. Но в целом результат где-то даже закономерный, особенно если вспомнить, о чем не столь давно предупреждал американский профессор из Чикагской Высшей школы бизнеса Кристиан Льюз. Он не просто усомнился, а уже открыто признал провал всего проекта международных стандартов финансовой отчетности как таковых, а призывы FEE, наверное, вызвали бы у него всего лишь снисходительную улыбку. Впрочем, пока что это просто отдельное мнение.
