FASB проголосовал за отсрочку стандарта по признанию выручки

1 апреля Американский Совет по стандартам финансовой отчетности проголосовал за отсрочку даты вступления в силу нового стандарта по признанию выручки. Правда, решение еще не окончательное, поскольку речь идет о положительном решении по публикации формального предложения. Такова стандартная процедура: ничего без согласия рынка не решается. Впрочем, прекрасно зная, с какими проблемами компании уже успели столкнуться при подготовке отчетности по новым правилам, не думаем, что они будут сильно против.
  • “Стандарт по признанию выручки все-таки отложат” (от 20 февраля 2015)
Согласно предложениям американского регулятора, публичные организации начнут использовать стандарт на обязательной основе в отношении годовых периодов, начинающихся после 15 декабря 2017 года. Непубличные организации начнут его использовать на год позже. Согласно официальному определению в американской практике, публичные организации делятся на:
  • Публичные коммерческие организации
  • Некоммерческие организации, выпускающие ценные бумаги, которые торгуются, имеют листинг на организованном или неорганизованном рынке
  • Пенсионные фонды, представляющие свою отчетность в SEC
Публичные компании впервые применят стандарт в отношении промежуточной отчетности после наступления годового отчетного периода 15 декабря 2017 года. А непубличные организации должны будут применить новый стандарт по признанию выручки в промежуточной отчетности, относящейся к годовому периоду после 15 декабря 2019 (не 2018) года – т.е. в год перехода применять новый стандарт в промежуточной отчетности от них не требуется. Кроме того, FASB также подумывает о том, чтобы позволить и досрочное его использование, но в любом случае не раньше, чем первоначальная официальная дата вступления в силу в случае с публичными компаниями (15 декабря 2016 г.). Поскольку проект готовился в рамках программы конвергенции МСФО-US GAAP, отличия у них если и есть, то минимальные.
