Fond european pentru salvarea băncilor din Europa de Est?

Comisia Europeană a propus ca fondul de rezervă de 40 mld. euro actualmente destinat susţinerii balanţei de plăţi a statelor UE nemembre ale zonei euro să fie pur şi simplu convertit într-un fond de rezervă destinat recapitalizării băncilor din aceste state. Până acum, fondul respectiv a fost folosit exclusiv pentru creditele acordate în comun de UE şi FMI Letoniei (2008), Ungariei (2008) şi României (2009). Germania şi Marea Britanie - care se profilează tot mai clar drept noul tandem conducător al Uniunii - s-au opus însă propunerii Bruxellesului, argumentând că fondul de susţinere a balanţei de plăţi nu a fost creat pentru subvenţionarea băncilor cu probleme, ci pentru uşurarea situaţiei financiare a unor ţări comunitare, exact în perioadele delicate în care acestea sunt nevoite să-şi consolideze sistemele bancare. În plus, uzul de până acum al respectivului fond - pentru credite acordate statelor împreună cu FMI - exclude reorientarea lui în folosul salvării băncilor, din moment ce FMI nu a fost şi nu este o instituţie menită să salveze bănci. Intenţia Comisiei Europene, potrivit Bloomberg, este să creeze pentru ţările UE nemembre ale zonei euro un mecanism similar Mecanismului European de Stabilitate, fondul de urgenţă al zonei euro în valoare de 500 mld. euro, spre a pregăti astfel întregul continent pentru următoarele teste de soliditate financiară ce vor fi aplicate băncilor europene. Planul ar fi ca până la finele anului să se ajungă în UE la un acord privind o astfel de plasă de siguranţă, aşa încât fondul respectiv să poată fi disponibil până la jumătatea anului viitor.
