ФРС ограничит товарно-сырьевой бизнес банков США

ФРС США планирует ограничить возможности американских банков по владению нефтью, металлами, другими сырьевыми активами, а также нефтепроводами, нефтяными танкерами, складами для хранения металлов и прочими объектами инфраструктуры товарно-сырьевого сектора. По информации издания Wall Street Journal (WSJ), ФРС может ограничить активность банков в этом направлении посредством ввода новых требований к капиталу. Согласно источникам WSJ банкам, которые продолжат вести операции с сырьевыми активами, придется платить специальный налоговый сбор. Тем самым будет поощряться продажа сырьевых активов банков. В июле этого года прошли слушания банковского комитета Сената США по вопросу о причастности американских банков к манипуляциям на рынке алюминия. Тогда же и были впервые озвучены намерения регуляторов по отношению к сырьевому бизнесу банков. На слушаниях член сенатского комитета, сенатор от штата Огайо Шеррод Браун заявил, что "банки контролируют как сырьевые, так и финансовые продукты, и это позволяет им манипулировать рынком". Тогда же он задал вопрос:
“Мы хотим, чтобы американские банки предоставляли кредиты малому и среднему бизнесу или чтобы они перерабатывали и транспортировали нефть?”
В августе против банков JP Morgan и Goldman Sachs в США были поданы судебные иски с обвинениями в манипуляциях ценами на мировом рынке алюминия. В октябре ФРС начала проверку и поиск возможных решений по ограничению деятельности американских банков в сфере торговли и владения сырьем, а также компаниями нефинансового сектора. Банки уже задумались о продаже своих сырьевых активов и подразделений, занимающихся торговлей сырьем. В JP Morgan объявили о планах по продаже сырьевого подразделения банка в июле. Недавно появились неофициальные оценки данных активов – $3,3 млрд. В Morgan Stanley провели переговоры по поводу возможности полной либо частичной продажи своего сырьевого бизнеса, включая доли банка в таких активах, как TransMontaigne (трубопроводный оператор), Heidmar (оператор танкерного флота) и ряда других. В Goldman Sachs также объявляли о проведении переговоров по продаже сырьевых активов, в частности оператора складов металлов Metro International Trade Services.
