IFRS 16 «Аренда» может потребовать изменения налоговых правил

Британские налоговые регуляторы – HMRC – планируют запустить консультации относительно возможных изменений в требованиях к налоговой отчетности в соответствии с МСФО. Если брать чисто бухгалтерские правила UK GAAP, то никаких особых изменений в текущей учетной практике не предвидится, поскольку новый подход к лизинговой отчетности еще не был закреплен в главном стандарте, FRS 102. Однако по причине сложности и далеко идущих последствий нового IFRS 16 в Налоговой службе Великобритании задумались над тем, с какими вызовами могут столкнуться составители налоговой отчетности. В системе МСФО лизинговые правила для долгосрочной аренды могут применяться по-разному (хотя общий итог все равно примерно один) – в зависимости о того, идет речь об операционной или финансовой аренде. HMRC может потребоваться пересмотреть положения против уклонения от уплаты налогов. Здесь возможны различные варианты. Британские налоговые регуляторы прикидывают новые налоговые режимы с льготами по лизингу. Основным элементом нового стандарта является то, что он пересматривает отражение аренды в отчетности. Так, арендодатель в рамках финансовой аренды заменит фиксированный актив на своем балансе на финансовый актив, отражающий стоимость аренды – своего рода «чистые инвестиции в лизинг». Данный актив уменьшается вместе с получением ренты. Таким образом, будущий дискуссионный документ от HMRC покроет несколько подтем:
  • Текущая лизинговая отчетность и налоговые правила;
  • Новая лизинговая отчетность и налоговые последствия IFRS 16
  • Возможные налоговые изменения
  • Текущее и ожидаемое в будущем рыночное окружение
  • Возможности для упрощения
  • Сохранение бюджетных доходов
