IFRS 15: Совет по МСФО правильно идентифицировал проблемы – считает ESMA

Европейская организация по ценным бумагам и рынкам (ESMA) прокомментировала предварительный вариант проекта изменений к стандарту МСФО (IFRS) 15 “Выручка по договорам с клиентами”, призванных устранить сохраняющиеся неясности с ним и нивелировать различия с FASB. На этот второй момент ESMA обращает особое внимание. По самой сути предлагаемых международным разработчиком прояснений к стандарту Европейская организация по ценным бумагам и рынкам возражений не имеет – сожалеет лишь, что Совету по МСФО и Американскому Совету по стандартам финансовой отчетности так и не удалось до конца придерживаться конвергенции. В своем письме с комментариями эксперты пишут: ESMA согласна, что IASB на основе дискуссий TRG (рабочей группы перехода) правильно идентифицировал требующие прояснения неясности, и что никаких дальнейших прояснений проблем, для которых предлагает изменения FASB, на данной стадии не требуется <…>. Что касается дальнейшего процесса, связанного с разработкой IFRS 15 – то пока не будут обнаружены серьезные провалы со стандартом, все оставшиеся небольшие трудности, которые будут обнаружены в процессе внедрения, можно решить, отдав их на рассмотрение Комитета по интерпретациям МСФО либо оставив на анализ (практики) после внедрения стандарта. ESMA призвала оба совета – IASB и FASB – сделать все от них зависящее, чтобы поддерживать американский и международный варианты IFRS 15 настолько близкими друг к другу, насколько это вообще возможно, и обсуждать все проблемы с ним совместными усилиями до самой даты фактического внедрения стандарта. В этой связи Европейская организация по ценным бумагам и рынкам также поддержала решение Совета по МСФО включить в отдельный документ (он называется “Базис для умозаключений”) результаты обсуждений возможного влияния на конвергенцию различных изменений, по отдельности вносимых IASB и FASB в свои версии стандарта в ответ на обнаруженные недочеты. IASB призвали отслеживать все такие расхождения и четко информировать о них мировую общественность.
