IPSASB одобрил «Концептуальные основы» стандартов для организаций общественного сектора

Международный совет по стандартам финансовой отчетности для общественного сектора (IPSASB) одобрил на этой неделе документ очень большого масштаба – «Концептуальные основы отчетности общего назначения для организаций общественного сектора». «Основы» представляют собой базовые концепции, в соответствии с которыми профильный комитет в составе Международной федерации бухгалтеров (IPSASB) будет продолжать разработку стандартов и руководств. Концепции применимы к финансовой отчетности общественного сектора экономики, а также другим формам финансовой отчетности, соответствующим потребностям организаций этого типа. Например, определены ключевые характеристики общественного сектора. Среди прочего оговорено, что основной задачей большинства правительственных и других структур здесь является предоставление услуг простым гражданам. Отсюда следует и главная цель отчетности: быть максимально полезной для получателей услуг и тех, кто их предоставляет.
Одобрение «Концептуальных основ» – это историческое достижение для IPSASB и фундамент для разработки глобальных стандартов отчетности для общественного сектора – говорит председатель Совета Андреас Бергманн (Andreas Bergmann). – Эти концепции создают базис для продолжения нашей разработки последовательных и полезных международных стандартов финансовой отчетности для предприятий общественного сектора (IPSAS) и рекомендательных практических указаний (Recommended Practice Guidelines – RPG). Также они окажут помощь составителям отчетности в вопросах, пока что прямо не оговариваемых стандартами IPSAS или руководствами RPG.
Остается лишь пожалеть, что «зрителю» конечный результат пока что не показывают. Известно, что «Концептуальные основы» IPSAS выпустят лишь в конце октября, а сегодняшняя новость просто сообщает об одобрении последних четырех глав в ходе последнего заседания Совета на этой неделе. Однако главы эти довольно важны: они касаются определения, признания и измерения «элементов» – или, если угодно, «строительных блоков» – финансовой отчетности и представления финансовой отчетности общего назначения. Кстати, это понятие используется далеко не случайно, ибо речь идет об отчетности, предназначенной для самого широкого круга пользователей - от правительственных регуляторов до домохозяек, в свободное время занимающихся инвестициями в государственные облигации. Также стоит добавить, что эти четыре главы теперь присоединены к более ранним четырем главам, которые публиковались еще в начале 2013 года (см. http://gaap.ru/news/1324 ). Это дает нам всего восемь основных глав в документе, который, надеемся, скоро все-таки увидит свет.
