Изменения в планах IASB по итогам последнего в 2019 г. заседания

Ежемесячный обзор изменений в рабочей программе Совета по международным стандартам финансовой отчетности (IASB). Проекты по разработке стандартов • Изменений нет Проекты по улучшению стандартов • Запланированный на следующий год пересмотр стандарта МСФО для малого и среднего бизнеса (IFRS for SMEs) – стало известно, что в январе должно выйти формальное обращение с просьбой поделиться своими мыслям насчет желательных изменений в стандарте. • Изменения к IFRS 17 «Договоры страхования» – после последнего заседания, на котором вновь анализировались полученные отзывы на предварительный вариант поправок, стало более-менее понятно, что в окончательном варианте их примут примерно в первом полугодии 2020 г. Интересно, что в прошлом месяце Совет был чуть более точен в прогнозировании и называл сразу второй квартал. • Ежегодные улучшения МСФО (временной период с 2018 по 2020 гг.) – все проекты к сегодняшнему дню согласованы, и уже можно сказать, что в окончательном варианте они будут представлены именно во втором квартале. Четыре ключевых проекта следующие: - Комиссии, учитываемые при проведении теста «10 процентов» для списания финансовых обязательств как изменения к стандарту IFRS 9 «Финансовые инструменты»; - Арендные стимулы (изменения в иллюстративном примере 13 к стандарту IFRS 16 «Аренда»); - Дочернее предприятие, впервые применяющее МСФО (изменения к IFRS 1); - налогообложение в измерении справедливой стоимости (изменения к IAS 41 «Налоги на прибыль»). • «Инициатива по раскрытиям» – «Учетные политики». До 29 ноября принимались комментарии по предварительному варианту изменений, поэтому к февралю 2020 г. должен последовать обратный отклик. • Реформа базовых ставок (IBOR) и ее влияние на финансовую отчетность – «Фаза 2». Во втором квартале следующего года должен выйти предварительный вариант будущих изменений в стандартах, хотя ранее называлось менее определенное «первое полугодие». • Обременительные договоры – Затраты на исполнение договора. Итогового варианта можно ждать в первом полугодии 2020 г., а не во втором, как прогнозировалось ранее • Обновление отсылок к «Концептуальным основам МСФО» (изменения к IFRS 3 «Объединение предприятий») – ранее никакой даты вообще не называлось, но теперь значится второй квартал. Исследовательские проекты • Гудвилл и обесценение – Дискуссионный документ теперь ожидается в феврале. • Изучение практики применения трех стандартов, IFRS 10-12 («Консолидированная финансовая отчетность», «Соглашения о совместной деятельности» и «Раскрытие информации о долях участия в других компаниях») - ранее никакой даты вообще не называлось, но теперь стоит февраль следующего года. Прочие проекты • Обновление Таксономии МСФО с учетом изменений, внесенных в стандарты IFRS 9, IAS 39 и IFRS 7 в рамках проекта по реформе базовых ставок (IBOR) – комментарии принимались до 13 декабря. Сейчас никаких дальнейших сроков не указано.
