Кибер-терроризм: как ответит Европа?

С момента кибер-атаки на французский телеканал TV5-Monde многие заговорили о “кибер-терроризме”. Но насколько серьёзны риски? И что можно сделать на европейском уровне? Принцип кибер-терроризма – напугать оппонента. С помощью виртуального оружия можно достичь серьёзного эффекта беззащитности. Ведь все общественные структуры сегодня во многом зависят от программного обеспечения – будь то транспортная система, банковские и промышленные сети. Это касается и нашей повседневной профессиональной деятельности, - отмечает эксперт по кибер-безопасности Николя Арпагян. Европейские правительства довольно сдержанно подходят к проблемам кибер-терроризма и кибер-безопасности. Так, международное законодательство слабо разработано в этой области. Есть лишь одна конвенция Совета Европы от 2001 года, которая в основном говорит о борьбе с детской порнографией в онлайне. Нужно отметить, что сегодня противодействие кибер-террористам не очень координируется, то есть правительства, конечно, сотрудничают с Интерполом, Европолом и другими органами правопорядка, но всё, как правило, сводится к политическим заявлениям. Нет взаимной интеграции в систему быстрого реагирования, поскольку каждая страна предпочитает сохранять свою независимость в плане принятия решений. Кибер-сфера хорошо подходит для политической борьбы, особенно в тех случаях, когда можно досадить с помощью виртуальных методов номинальным политическим партнёрам и противникам или экономическим партнёрам. Ведь в международном масштабе – это соперники и конкуренты.
