Китай: стабилизация и перестройка экономики

Премьер-министр Китая Ли Кэцян заявил, что правительство будет соблюдать баланс между стабилизацией экономического роста и структурной перестройкой экономики. Трудно обеспечить работу без относительно быстрого экономического роста, сказал он на встрече с экономистами и бизнесменами. Тем не менее он отметил, что поддерживать высокие темпы роста нереально, а усилия властей должны быть направлены на повышение эффективности и качества такого роста.
"Мы должны найти баланс между реструктуризацией экономики и поддержанием разумного темпа роста", - сказал Ли.
Таким образом, правительство готово терпеть замедление роста ВВП, для того чтобы сосредоточиться на долгосрочной реструктуризации экономики, снижении зависимости от экспорта и инвестиций и попытаться повысить роль потребления. Хотя обычно Пекин старается избегать активного стимулирования, в июле этого года были предприняты попытки "мини-стимулирования" за счет ускорения реализации железнодорожных проектов. Это вызвало обеспокоенность, в связи с тем что власти начали склоняться к старому пути развития. Напомним, что ключевая встреча Компартии Китая состоится 9-12 ноября, на ней должны быть опубликованы приоритеты экономической политики на ближайшее десятилетие. Экономисты, опрошенные Bloomberg, ожидают рост экономики в этом году на 7,6%. В 2012 г. показатель вырос на 7,7%, а аналогичные темпы роста были в 1999 г., когда ВВП рос самыми слабыми темпами с 1990 г. При этом в 2014 г. темпы роста могут снизиться до 7,4%. Судя по всему, ежегодный рост ВВП более чем на 10% остался в прошлом, а правительство нацелилось не на темпы роста, а на его устойчивость, так как больший контроль позволит сократить неравенство в доходах и снизить урон окружающей среде. Различные сектора экономики, включая электронную коммерцию и транспорт, занимают все большую долю в национальной экономике. На сферу услуг приходилось около 45% ВВП в прошлом году по сравнению с 41% в 2003 г. Правительство стремится увеличить эту долю до 47% к 2015 г. При этом в США сектор услуг составляет порядка 90% экономики.
