Китайские власти установили курс на рыночную экономику

Рынок будет иметь решающее значение при распределении ресурсов в Китае, следует из итогового постановления заседания третьего пленума 18-го созыва ЦК Компартии КНР. Об этом сообщает Reuters со ссылкой на местные СМИ. Руководство КНР убеждено, что только поставив рыночные отношения во главу принятия политических решений, Китай сможет обеспечить дальнейший рост своей экономики. При этом в более ранних программных заявлениях партия обозначала роль рынка как базовую. По итогам заседания была утверждена полномасштабная программа реформирования всех сфер китайского общества. Главной целью программы станет разделение правительства и рынка (с изменением правительственных функций) и создание благоприятной атмосферы для развития свободных рыночных отношений. Предполагается, что решение закрывшегося третьего пленума 18-го созыва определит развитие Китая на ближайшие 10 лет. В начале ноября председатель КНР Си Цзиньпин выразил убежденность в том, что экономика страны войдет в стадию уверенного экономического роста, избежав "ловушки среднего дохода".
"Сейчас мы меняем наш путь развития, корректируя структуру экономики, интенсифицируем новый стиль индустриализации, поддержку технологий, урбанизацию и модернизацию сельского хозяйства", - заявил Си Цзиньпин. "Внутренних элементов, поддерживающих экономический рост Китая достаточно", - подчеркнул председатель.
Отметим, что в этом году экономика КНР демонстрирует самый слабый рост за более чем 23-летний период - на уровне 7,5%. Это вызвано волатильностью экспортных продаж на фоне хрупкого мирового спроса. Китайская экономика, переживавшая головокружительный рост в течение более чем 30 лет, в последние годы начала замедляться из-за переизбытка производственных мощностей, долгов и потери конкурентоспособности. Поэтому масштабная программа реформирования стала основным пунктом в политическом курсе генерального секретаря ЦК Компартии Китая Си Цзиньпина и премьера Госсовета КНР Ли Кэцяна, пришедших к власти год назад. Исторически сложилось, что решения "третьего пленума" оказывают наиболее существенное влияние на общий курс развития китайской экономики, и именно поэтому привлекают к себе повышенное внимание всего мира. Так, одним из ключевых событий в истории современного Китая стало заседание третьего пленума ЦК Компартии КНР 11-го созыва в 1978г., после которого в Китае была запущена политика реформ и открытости, приведшая к высоким темпам экономического развития страны.
