Poate oţelul din Europa ameninţa securitatea naţională a SUA?

Comisarul european pentru comerţ avertizeazî că Uniunea se va răzbuna dacă Statele Unite suprataxează importurile de oţel. Ar putea fi prima măsură protecţionistă luată de Donald Trump, care a ordonat echipei sale să investigheze dacă nu cumva importurile reprezintă o problemă de securitate naţională. Oficialii europeni nu văd însă nicio legătură între cele două, iar căile de comunicare cu Washingtonul par să se închidă. Secretarul american al Comerţului tocmai şi-a anulat vizita în Germania fără motiv. Taxele vamale impuse importurilor de oţel ale Americii i-ar face foarte mult rău Europei, consideră oficialii de la Bruxelles. Investigaţia prin care Trump vrea să vadă dacă importurile sunt o problemă de securitate naţională este aproape finalizată şi ar putea atrage după sine taxe vamale generalizate - nu doar pentru China, ci şi pentru Europa, Canada şi Japonia. Bruxellesul subliniază deja că legătura dintre importuri şi siguranţa naţională este exagerată. Trump e de părere că dependenţa de oţelul străin reprezintă un risc pentru industria militară americană, precum şi pentru construcţia infrastructurilor de importanţă strategică. Însă în 2015, doar 3% din cererea de oţel a Statelor Unite a mers către sectorul apărării. Chiar şi aşa, Europa se pregăteşte, totuşi, pentru scenariul în care SUA va penaliza oţelul străin sub pretextul securităţii. Cecilia Malmstrom, comisarul european pentru Comerţ: „Suntem un prieten ori un aliat al Statelor Unite şi cred că am fi loviţi de asta (n.r. taxele vamale) pe nedrept. Va trebui să vedem dacă măsura ar fi în concordanţă cu regulile Organizaţiei Mondiale a Comerţului şi, dacă ne afectează, atunci vor exista represalii. Cum şi când nu pot spune acum, dar cu siguranţă ne pregătim pentru asta”. Europa poate avea de suferit chiar dacă nu va fi penalizată direct. Dacă SUA ar impune restricţii marilor producători de oţel din China, aceştia s-ar reorienta către piaţa europeană. Bruxellesul se teme că impactul asupra producătorilor locali ar fi devastator, mai ales că industria oţelului de aici a trecut în urmă cu doar doi ani printr-o criză ce-a dus la eliminarea a mii de locuri de muncă. Lovit indirect, Bruxellesul ar putea apela la măsuri de salvgardare. Ar fi practic o întoarcere în anul 2003, când, ca raspuns la taxele vamale impuse de George Bush, Europa a încercat să se apere de oţelul redirecţionat din Statele Unite. Mai important, ar fi o confirmare a faptului ca lumea se de-globalizează. Donald Trump a ameninţat deja producătorii auto din Germania cu taxe vamale şi a promis să oprească importurile de maşini de acolo. Pe de altă parte, Europa caută să umple vidul lăsat de America şi negociază un acord de liber schimb cu Japonia.
