Стимулирующие программы ЕЦБ будут проводиться не менее двух лет

Европейский центральный банк (ЕЦБ) будет проводить покупки обеспеченных активами ценных бумаг (ABS) и программы целевого долгосрочного кредитования (TLTRO) в течение как минимум двух лет, заявил председатель ЕЦБ Марио Драги в ходе пресс-конференции по итогам заседания Центробанка. Глава ЕЦБ вновь подчеркнул, что результате реализации новых программ объем активов на балансе вернется к уровню 2012 года. Таким образом, речь может идти об увеличении примерно на 1 трлн евро - текущий уровень составляет 2,04 трлн евро,а пик был достигнут в июне 2012 года (3,1 трлн евро). По его словам, руководители ЕЦБ единогласно готовы поддержать дополнительные меры в случае необходимости и уже поручили персоналу ЦБ и экспертам разработать варианты таких мер. Как отмечает агентство Bloomberg, тем самым он пытается замаскировать разногласия в рядах руководителей ЕЦБ в отношении конкретных мер поддержки экономики и финансовой системы, которые можно будет реализовать в будущем. Далее в выступлении Драги в контексте обсуждения денежно-кредитной политики и возможности полномасштабного количественного смягчения (QE) в еврозоне прозвучала фраза о том, что "не соглашаться с чем-то - вполне нормально". Ряд руководителей ЕЦБ - в частности, глава Бундесбанка Йенс Вайдманн и его австрийский коллега Эвальд Новотны - выступает против таких мер. Экс-председатель Федрезерва Бен Бернанке заявил в среду, что ЕЦБ столкнется с существенными сложностями в реализации крупномасштабной программы количественного смягчения. ЕЦБ наблюдает ослабление импульса к росту, подавленность инфляционных ожиданий в еврозоне, а также отмечает сигналы о необходимости пересмотра макроэкономических прогнозов с понижением, сказал Драги. Центробанк еврозоны будет отслеживать геополитические риски, динамику валютных курсов и их воздействие на инфляцию, а также влияние предпринимаемых мер на экономику. В ближайшие месяцы темпы роста цен в странах валютного блока останутся слабыми. Вместе с тем ЕЦБ по-прежнему ожидает роста инфляции в 2015-2016 годах, поскольку меры ЦБ и реформы отдельных стран региона будут поддерживать внутренний спрос, а восстановление мировой экономики положительно повлияет на экспорт.
