Украина вплотную приблизилась к полномасштабному кризису

Украина оказалась в шаге от полномасштабного кризиса платежного баланса из-за крайне неблагоприятной ситуации на внешних рынках. Об этом пишет “The Financial Times”. По данным издания, среди развивающихся рынков украинский пострадал больше всего после начала разговора о сворачивании монетарной политики США. Резервы Национального банка Украины (НБУ) сокращаются в течение последних двух лет. В прошлом году они упали на 7,4% – самого низкого уровня с 2006 года. “Внезапный спад уровня валютных резервов в Украине служит напоминанием того, что шаткое внешнее положение Украины держит ее в шаге от полномасштабного кризиса платежного баланса”, – пишет в своем исследовании лондонская компания, занимающаяся макроэкономическими исследованиями, Capital Economics. Кредиторы, среди которых и Международный валютный фонд (МВФ), все больше встревожены тем, Украина сможет обслуживать свои долговые обязательства. Когда развивающиеся рынки, наполнялись быстрыми деньгами западных центральных банков, Киев “заделывал дыры” в государственных финансах с помощью внутренних облигаций и еврооблигаций. Но с ожиданием сокращения федерального резерва США, еврооблигации как ресурс становятся все дороже. По мнению аналитиков, появление этого сокращения уменьшит возможности Киева выйти из долгов путем выпуска новых еврооблигаций, сильно склоняя страну до получения нового кредита МВФ. По словам представителя МВФ, “детального обсуждения такой комплексной программы на политическом уровне не было с апреля. Мы понимаем, что власть находится в процессе разработки такой комплексной программы и что она планирует скоро ее представить”
