Ирландский институт сертифицированных присяжных бухгалтеров (CPA Ireland) вновь выразил свою обеспокоенность тем фактом, что последняя редакция Закона о компаниях версии 2012 года – которая, кстати, вот-вот должна пойти на одобрение парламентской комиссии по делам предпринимательства, занятости и инновациям – по-прежнему не содержит в себе надежной юридической защиты термина «бухгалтер», несмотря на всю опасность этого для пользователей финансовых услуг.
«Закон о компаниях – один из крупнейших законодательных документов в истории нашего государства, и он содержит очень много хорошего, в том числе столь нужное упрощение корпоративного законодательства с основным фокусом на ключевом принципе «Сначала думай о малом*», – говорит Джо Аэрн (Joe Aherne), президент ирландского института. – «Однако меня шокирует и расстраивает то, что по-прежнему ни одно положение не оговаривает законодательного признания термина «бухгалтер», несмотря на то, что наш институт вот уже больше десяти лет делает презентации по этой высокоприоритетной теме».
Поистине экстраординарная ситуация, но сегодня в Ирландии любой может объявить себя бухгалтером, не имея за плечами ни образования, ни необходимой квалификации и опыта – говорит Аэрн. В сегодняшних нестабильных финансовых условиях многие ищут профессионального совета на рынке, и очень часто такое случается в первый раз. К кому они пойдут? Может так получится, что к первому встречному. Очень много индивидуальных консультантов и небольших компаний оказывают свои услуги и называют себя профессиональными бухгалтерами – хотя, конечно, от «CPA», то есть сертифицированных бухгалтеров, в них нет ничего. Глава CPA Ireland просто недоумевает, почему в такой ситуации правительство по-прежнему игнорирует эту широчайшую лазейку, в то время как члены самого института делают все от них зависящее, чтобы, напротив, устранить хаос, вызванный нехваткой регулирования и слабым качеством консалтинговых услуг на рынке. Когда клиенты приходят за советом, они должны понимать, с кем на самом деле имеют дело.
