Вернем деньги в экономику: ЕЦБ перешел к минусовой ставке по депозитам

Европейский Центробанк применил “тяжелую артиллерию” в надежде оживить экономику. В четверг регулятор еврозоны снизил базовые ставки по кредитам с 0,25% до 0,15% и первым из ведущих центробанков мира после нынешнего кризиса ввел отрицательную ставку по депозитам, опустив ее до – 0,1% (вступает в силу 11 июня).
Сегодня мы одобрили комплекс мер, призванных предоставить дополнительную ликвидность и кредитную поддержку реальному сектору экономики, – заявил председатель ЕЦБ на итоговой пресс-конференции во Франкфурте.
Одновременно ведомство Марио Драги продлевает до 2018 года срок предоставления коммерческим банкам льготных кредитов на условии, что те будут финансировать реальный сектор. К тому же Драги сообщил о работе по подготовке к количественному смягчению в еврозоне по примеру США и Японии. Базовые ставки ЕЦБ, ключевые для межбанковского рынка кредитов, обновляют исторические минимумы последние три года, но до реального сектора деньги, похоже, не доходят, банки хранят их на “черный день”. Драги пробует вернуть наличность в экономику с помощью отрицательных ставок. Это означает, что банкам придется доплачивать за одновременное размещение своих средств на счетах ЦБ. Нововведения Европейского Центробанка – плохая новость для европейцев, имеющих сбережения. Привлекательных ставок по вкладам им не дождаться. Говорит клиент немецкого банка:
Им там лучше заняться банками. Банки рефинансируют свой бизнес по этим низким ставкам, а вкладчики в проигрыше. Давно пора с этим что-нибудь сделать!
Несмотря на недостатки “плана Драги”, ЕЦБ говорит, что готов пойти еще дальше в использовании нетрадиционных мер. Ведь цель – остановить падение инфляции, которое продолжается уже восемь месяцев на фоне фактически не растущей экономики еврозоны (+0,2% в первом квартале 2014 г.). Европейский Центробанк признал, что в этом году инфляция в регионе не поднимется выше 0,7%. Ранее Драги называл темпы роста цен ниже 1% годовых “опасным уровнем” для еврозоны.
