5. (6.2.2.9) Каков порядок определения квартальной среднесписочной численности работников в целях исчисления – первой составной части налогооблагаемой базы по сбору на благоустройство территорий?

Для определения списочной численности работников в среднем за период (среднесписочной численности) за отчётный период (квартал), как правило, ведётся ежедневный учёт численности работников списочного состава, которая должна уточняться на основании приказов (распоряжений, решений, постановлений) работодателя о приёме на работу, переводе работников на другую работу и прекращении трудового договора. В том случае, если не ведётся ежедневный учёт численности, то списочная численность работников в среднем за отчётный месяц исчисляется путём суммирования численности работников списочного состава на конец предыдущего месяца и на конец отчётного месяца и делением полученной суммы на 2. Исходя из вышеизложенного, в первую составную часть налогооблагаемой базы по сбору на благоустройство территорий включается квартальная среднесписочная численность работников, которая определяется путём суммирования среднемесячной численности работников (за исключением внешних совместителей и лиц, выполняющих работы на основании договоров гражданско-правового характера) за все деятельности в отчётном квартале и деления полученной суммы на три.
