Over 400 participants learn more on VAT and excise duties: the awareness raising campaign on new tax and customs policy continues

 

With the aim of promoting the measures approved under the tax and customs policy for 2025 and providing support to the business environment in the implementation of the new provisions, the Ministry of Finance with the European Union High Level Advisers’ Mission, the "Monitorul Fiscal FISC.md" publication and the State Tax Service, organized the open session "Budgetary-fiscal and customs policy 2025: interpretation, mechanisms and application procedures - VAT and Excise Duties component". The second event of the information campaign was held in a hybrid format, gathering over 400 participants.

 

The session was opened by the Minister of Finance Victoria Belous, the EU High Level Adviser on Customs and Tax Policy, Rosario De Blasio, Director of "Monitorul Fiscal FISC.md" Rodica Musteata-Staci, Director of the State Tax Service Olga Golban and Secretary of State of the Ministry of Finance Cristina Ixari. Keynote speakers emphasized the importance of maintaining a constant dialogue with taxpayers and businesses, in order to facilitate good coordination of processes and prepare the business environment for future tax measures.

 

Specialists of the Ministry of Finance and State Tax Service analyzed the main changes in the tax and customs policy 2025 regarding VAT and excise duties, explaining their practical implementation. Discussions focused on the application of the standard VAT regime for services in the field of science and innovation; narrowing the VAT exemption for fixed assets intended for the statutory capital of economic operators; extending the VAT deduction for goods destroyed in exceptional situations; and adjustment of excise duty rates, including their extension to reconstituted tobacco products and tobacco substitutes.

 

The participants in the event mentioned that such interactions between main stakeholders involved in the development and application of customs and tax policy increase transparency and contribute to the development of more efficient tax policies, tailored to the current economic realities.

 

The customs and tax policy for 2025 was published in the Official Journal on 15 August 2024, being developed by the Ministry of Finance with the support of the European Union High Level Advisers’ Mission, and subjected to an extensive public consultation process with representatives of the business environment, trade associations, as well as central and local public authorities.

 

The information campaign launched last month by the Ministry of Finance and the EU High Level Advisers’ Mission will continue in December, on the components Local taxes, Income tax and the Customs Code.
