Изменения в методике оценки благосостояния при выделении социальной помощи

Правительство одобрило ряд поправок, затрагивающих, в первую очередь, метод расчёта доходов и список показателей, учитываемых при оценке благосостояния с целью предоставления социальной помощи. Заявленной целью предложенных поправок является упорядочение механизма реализации Программы выделения социальной помощи и поддержки малообеспеченных семей. „Мы предлагаем увеличить размер игнорируемой при расчёте дохода части заработной платы со 120 леев, установленных действующим законодательством, до 200 леев для каждого работающего члена семьи”, - заявила министр труда, социальной защиты и семьи Валентина Булига. Она также предложила внести изменения, затрагивающие оказание финансовой помощи семьям с детьми и пенсионерам.
С целью поддержки семей с детьми мы предлагаем не учитывать при расчёте их доходов пособия по уходу / воспитанию детей в возрасте до 1,5 года / 3 лет. Для поддержки наших пенсионеров и охвата этой программой возможно большего их числа, мы предлагаем игнорировать при расчёте дохода оказываемую им материальную помощь. Этот тип поддержки широко используется в других странах в отношении пособий для бедных, - пояснила Валентина Булига.
В соответствии с утверждёнными предложениями будут внесены изменения в перечень показателей оценки благосостояния, чтобы избежать случаев неоказания финансовой помощи бедным семьям. Таким образом, из показателей благосостояния семьи были исключены цветной телевизор, холодильник, пылесос, обычная стиральная машина. „Эта поправка позволит включить в систему больше малоимущих семей”, - подчеркнула министр. По данным Министерства труда, социальной защиты и семьи, расходы на реализацию выдвинутых предложений находятся в пределах установленного в государственном бюджете лимита, и никаких дополнительных ассигнований на эти цели в 2014–2015 годах не потребуется. Для вступления в силу инициатива должна быть также одобрена парламентом.
