Luxul banilor primiţi în avans a rămas în trecut

În ultimele săptămâni se discută mult la nivel de experţi, instituţii publice şi, evident, în presă, posibilitatea obţinerii celor 100 mil. euro de asistenţă macrofinanciară, negociate cu UE. Cu precizări asupra intrepretărilor eronate privind asistența macrofinanciară și suportul bugetar oferit Republicii Moldova de către Uniunea Europeană au venit şi Guvernul, şi Ministerul Finanţelor. Cu declaraţii mai detaliate a venit ministrul Finanţelor, Octavian Armaşu, care a reiterat că pentru obţinerea finanţării este necesară realizarea a 28 condiţionalităţi, iar în rezultatul analizei care urmează să fie efectuată de UE asistenţa va fi oferită în trei tranşe. Respectiv, pentru obţinerea fiecărei dintre ele urmează să realizăm de la 8 la 10 acţiuni. Guvernările anterioare primeau bani în avans de la UE, iar apoi s-a dovedit că nu de fiecare dată și-au făcut treaba, guvernarea actuală trebuie mai întâi să obțină rezultate și apoi să vină banii, a susţinut Octavian Armaşu. Ministrul Finanţelor este convins că vom primi prima tranşă la începutul anului 2018, deoarece o parte din primele 10 acțiuni, necesare pentru debursarea acesteia sunt deja realizate. Una din acțiuni ține de avansarea în implimentarea reformei administrației publice, în special să finalizăm reforma guvernului, iar noi deja suntem pe ultima sută de metri și legea este deja aprobată. O altă acțiune este instituirea Agenției Naționale de Soluționare a contestațiilor – ea deja este funcțională. Legea privind întreprinderile de stat și cele municipale este aprobată şi vom asigura transparența acestora, lucru care deja este făcut. Mai avem pe rol legi precum Legea Curții de Conturi, Legea privind spălarea banilor, formarea conducerii Agenției Naționale de Integritate, votarea legii privind Agenția pentru Recuperarea Bunurilor (acțiune deja realizată) și votarea noii legi privind energetica. Reducerea numărului permiselor și licențelor, precum şi a organelor de control pentru business este realizată, iar ultima acțiune este votarea Legii privind Serviciul Vamal, care curând va fi votată în a doua lectură. Din cele 10 acţiuni majoritatea le-am realizat deja, doar unele legi vor fi supuse votului în a doua lectură în următoarele două săptămâni, a declarat ferm Octavian Armașu. Printre acţiunile ce urmează a fi implementate se enumeră cele legate de recuperarea banilor sustrași din Banca de Economii, Banca Socială și Unibank, subiect la care ministrul s-a arătat optimist, considerând că recuperarea miliardului este posibilă - dacă nu în totalitate, cel puțin parțial. Ce ţine de suportul bugetar în sumă de 21,5 mil. euro, acesta este rezultatul unor acorduri între RM și UE, semnate anterior şi care vin să susțină reformele sectoriale sub formă de granturi, care se achită în funcție de cum au fost evaluate reformele deja implementate pentru 4 programe: liberalizarea vizelor, liberalizarea comerțului, reforma finanțelor publice și reforma poliției, a precizat Octavian Armaşu.
