Moldova-Germania : facilitarea colaborării în domeniul social

Publicaţia noastră a informat anterior, că Guvernul a aprobat un proiect de lege pentru ratificarea Acordului între Republica Moldova și Republica Federală a Germaniei privind securitatea socială. Acordul dat va asigura un cadru de garanții de securitate socială pentru migranții din RM, care desfășoară sau au desfășurat activitate de muncă pe teritoriul uneia sau a ambelor state contractante. În ședința din 27 septembrie curent, Guvernul a susținut inițierea negocierilor asupra Acordului administrativ al organismelor de legătură pentru asigurarea de accidente, cu scopul punerii în aplicare al Acordului între Republica Moldova și Republica Federală Germania privind securitatea socială, iar pe 29 septembrie actul a fost publicat în Monitorul Oficial. De fapt, acest Acord administrativ vine în aplicarea Acordului dintre Republica Moldova și Republica Federală Germania privind securitatea socială, care fost semnat la Chișinău la 12 ianuarie 2012. Proiectul de aranjament administrativ prevede organismele de legătură din ambele state contractant - Casa Națională de Asigurări Sociale a Republicii Moldova și Centrul german de Asigurare de accidente în străinătate din Berlin, a menționat Președintele CNAS, Laura Grecu. Potrivit Președintei CNAS, Acordul administrativ este un instrument secundar ce are rolul de a implementa dispozițiile Acordului privind securitatea socială, pentru a determina instituțiile competente ale statelor contractante și modalitatea de colaborare a acestora referitor la accidentele de muncă, boli profesionale, la efectuarea examinărilor medicale pentru determinarea dreptului la prestații, precum și schimbul de date statistice și informații, ce va avea loc prin eliberarea diferitor certificate-formulare. Scopul Acordului administrativ constă în stabilirea condițiilor și procedurilor de colaborare între autoritățile și instituțiile competente pentru implementarea Acordului și facilitarea comunicării dintre acestea. Republica Moldova a încheiat până acorduri de securitate socială cu 14 state membre ale UE, iar cu 11 dintre ele - acorduri de implementare.
