Politica fiscală și vamală pentru anul 2020, adoptată în lectură finală

Proiectul de lege privind politica fiscală și vamală pentru anul 2020 a fost adoptat de Parlament în lectura a doua. Scopul proiectului de lege este asigurarea unor condiții clare, echitabile și competitive de dezvoltare a mediului de afaceri, edificarea veniturilor proprii prin asigurarea redistribuirii corecte a veniturilor și solidaritatea socială, îmbunătățirea și simplificarea mecanismelor fiscale naționale, precum și asigurarea echității și stabilității fiscale. De asemenea, implementarea prevederilor proiectului de lege urmărește crearea unor reguli mai clare de impozitare bazate pe echitate și simplitate fiscală, asigurarea unei previzibilități a politicii și legislației fiscale și crearea unui mediu investițional atractiv, stimularea proceselor economice, precum și extinderea bazei fiscale. În context, proiectul prevede admiterea deducerii oricăror plăți efectuate salariaților sau în folosul acestora din care au fost reținute impozite salariale; modificarea termenului de achitare a TVA la importul de servicii și a accizelor în folosul agenților economici, aplicarea taxării inverse cu TVA pentru livrările de bunuri a agenților economici insolvabili; aplicarea TVA pentru serviciile electronice prestate de agenții economici nerezidenți către populație, precum și anularea obligației de înregistrare a facturilor fiscale în Registrul general electronic al facturilor fiscale. De asemenea, s-a propus instituirea unui regim fiscal simplificat pentru persoanele fizice ce activează în domeniul colectării producției agricole. În urma implementării acestor prevederi, se preconizează acumularea la buget a veniturilor adiționale în sumă de 180 mil. lei.
