Reducerea funcțiilor de conducere la Serviciul Tehnologii Informaționale

Ministerul Afacerilor Interne propune spre consultare un proiect de regulament privind organizarea și funcționarea Serviciului Tehnologii Informaționale din subordinea sa. Elaborarea unui nou regulament privind organizarea și funcționarea Serviciului Tehnologii Informaționale este dictată de aducerea în concordanță a cadrului normativ existent cu noile prevederi ale Legii cu privire la Guvern, Legii privind administrația publică central de specialitate, Convenţiei privind cooperarea poliţienească în Europa de Sud - Est, semnată la Viena la 5 mai 2006 și alte acte normative. Potrivit autorilor, scopul proiectului este crearea unui cadru comprehensiv ce va reglementa într-o formulă nouă organizarea şi funcţionarea, structura și efectivul limită al Serviciului, mai accesibil şi mai eficient. Regulamentul conține noi norme ce se referă la patrimoniul Serviciului, asigurarea tehnico-materială, cooperarea internațională, care nu se regăsesc în actele în vigoare. Efectivul limită al Serviciului nu se va reduce, se va menține în continuare la 120 de unități, însă se propune reducerea numărului funcțiilor de conducere. Din totalul de 33 unități vor rămâne doar 23, ceea ce va diminua cheltuielile anuale pentru salarizarea funcțiilor de conducere cu circa cu 417 mii lei. Totodată, din totalul de 120 unități, 99 (82,5 %) sunt funcții publice cu statut special și 21 (17,5 %) - funcții publice de suport. Structura Serviciului Tehnologii Informaționale va cuprinde organul central de administrare, subdiviziunile specializate cu funcții specifice domeniului IT și de suport. Noul Regulament prevede completarea listei atribuțiilor exercitate de către directorul Serviciului cu noi procese, cum ar fi – coordonarea și monitorizarea programelor şi proiectelor de asistenţă, asigurarea managementului carierei profesionale a personalului Serviciului. Implementarea amendamentelor propuse nu implică cheltuieli financiare şi alocarea mijloacelor financiare suplimentare.
