Un sprijin pentru ramura vitivinicolă

Distilatele obținute pe bază de vin, produs în Moldova, vor fi scutite de accize la scoaterea acestora din încăperea de acciz pentru utilizare în calitate de materie primă la producerea altor mărfuri. Aceasta, potrivit unui proiect de lege, inclus în pachetul din 7 proiecte de legi, pentru care guvernul și-a asumat miercuri răspunderea în fața parlamentului. Tipurile de distilate care vor beneficia de această scutire, sunt stipulate în Legea viei și vinului: distilatul pentru divin, distilatele de tescovină de struguri, de drojdie de vin, alcoolul etilic de origine vitivinicolă și altele. Agenții economici, care vor achiziționa sau prelucra distilatele urmează să obțină autorizația de utilizator final. Aceasta va fi eliberată de către organul fiscal gratis, pe o perioadă de 12 luni. Faptul atrage după sine o completare în Nomeclatorul actelor permisive, eliberate de instituțiile statului persoanelor fizice și juridice pentru practicarea activității de întreprinzător – actul permisiv „autorizație de utilizator final”. Livrarea distilatelor, scutite de acciz de la expeditor la utilizatorul final se va însoți în mod obligatoriu de formularul facturii de însoțire, aprobat de guvern. Iar deținătorii de autorizații de utilizator final vor prezenta organului fiscal teritorial pînă la data de 25 a lunii următoare celei de gestiune declarația privind utilizarea distilatelor.
Mecanismul de utilizare a acestei facilități va fi elaborat de guvern și noi sperăm, că întreprinderile vinicole vor distila o parte din vinurile din stocuri și mai apoi, le vor vinde. Se va îmbunătăți situația lor financiară, vor avea surse pentru a face unele investiții, a spus ministrul finanțelor Anatol Arapu, care a prezentat proiectul de lege.
Iar premierul Iurie Leancă a apreciat, că această facilitate este destinată pentru întreaga ramură vinicolă, deoarece eliberarea în depozite a spațiilor ocupate de stocuri va permite achiziționarea unei cantități mai mari de struguri de la fermieri și gospodăriile țărănești și producerea vinurilor noi. Totodată, Leancă a informat în contextul susținerii ramurii vitivinicole, că în proces de elaborare la Ministerul sănătății se află un proiect de modificări în actele legislative în vigoare, prin care vor fi ridicate interdicțiile, care sunt la publicitatea vinului.
Ca și în alte țări vinul a fost declarat produs alimentar. Și trebuie să promovăm ideea că, dacă este consumat în cantități rezonabile, vinul, dacă este de calitate, face bine, – a mai adăugat Leancă.
Potrivit ministrului sănătății Andrei Usatîi, proiectul de lege respectiv se definitivează și va fi propus pentru aprobare executivului în una din ședințele apropiate.
