Внешние партнеры помогают Молдове в строительстве социального жилья

С помощью внешних партнеров Молдова активизирует строительство социального жилья. Одним из таких партнеров является Европейский банк развития Совета Европы (CEB), который выделил на строительства жилья для малоимущих семей в Молдове 13,4 млн евро. Как сообщила корреспонденту "Инфотаг" представитель Министерства регионального развития и строительства Екатерина Григорян, кредит выдан на 20 лет, с пятилетними каникулами под 0,5-1,5% в зависимости от суммы для строительства в каждом регионе.
Деньги выдаются правительству, управляет выдачей денег Министерство финансов, а выбор территории и другие технические вопросы, в том числе организацию тендера на строительные работы, проводит Министерство регионального развития, - сказала она.
По словам специалиста, деньги, которые должны будут вернуть местные власти,будут взиматься с получателей квартир в форме аренды за жилье. В каждом регионе стоимость аренды будет отличаться: к примеру, в Кэлэраш за трехкомнатную квартиру она составляет 500 леев. В квартирах - меблированные кухни и ванные комнаты, сантехника, полы с керамической плиткой, ламинатом, и оштукатуренные стены, а также подключение к воде, канализации, кабельному ТВ и Интернету.
В течение 20 лет получатели будут платить аренду, в сумму которой входит и оплата кредита, тем самым выкупая часть жилья. Затем у них будет возможность по выгодным условиям полностью выкупить квартиру. Однако каждые пять лет специальная комиссия будет проверять состояние квартиры и самой семьи. Если владельцы купили другую квартиру или переехали - это жилье будет передано другой малоимущей семье, - сказала она.
По словам Григорян, на каждый новый строительный объект помощь CEB составляет не более 65%, территорию для строительства или недостроенное здание, которое в будущем станет жилым домом, выделяют местные власти и правительство. В настоящее время в РМ построено уже пять многоквартирных жилых домов: два - в Кишиневе, по одному - в Глодень, Криулень и Кэлэраш, что дало возможность обеспечить жильем более 700 человек. В октябре 2014 г. ожидается сдача в эксплуатацию жилого дома в Бричень. Ранее министр регионального развития и строительства Марчел Рэдукан заявлял, что в текущем году будут построены 150 квартир для социально незащищенных слоев населения. Социальное жилье сейчас строится в Сороках и Сынжерей. CEB финансирует возведение в РМ социального жилья в рамках специального проекта, рассчитанного до 2018 г.
