Аргументы владельцев игорного бизнеса, которые пытались признать незаконными местные сборы 2015 года, не оценила Апелляционная палата. Во вторник она отменила решение суда первой инстанции, вставшего ранее на сторону истцов. Апелляционная Палата мун. Бэлць установила что, судья первой инстанции необоснованно и неправомерно ссылался на то, что не была проведена процедура публичных консультаций и не был проведён анализ необходимости при принятия советом подобного решения, хотя все документы доказывающие, что необходимые процедуры были проведены и документы свидетельствующие об этом были приобщены к материалам дела. Теперь истцам придется возместить ущерб бельцкому бюджету – около 8 млн леев. В 2016 году муниципальный совет продлил действие ставки местного сбора для этого вида бизнеса. Кроме того, для казино местные власти приготовили ещё один сюрприз. 4 февраля муниципальный совет будет вносить изменения в регламент деятельности игровых залов и казино. Закон позволяет внести такие поправки, что единственное место, где казино смогут работать в отдалении. Вице-мэр Игорь Шеремет призвал судей тщательно рассмотреть дело, чтобы потом не пришлось снова отменять решение первой инстанции. Апелляционная Палата Бельц вынесла во вторник решение в пользу Совета муниципия Бельцы и оставила в силе Решение Совета от 10.12.2013, позволяющее взыскивать с организаций, занимающихся игровым бизнесом, сборы с игровых залов до 100 кв/м в размере 4800 леев за 1 кв/м, и свыше 100 к/м — в размере 3200 леев за 1 к/м. Таким образом, Апелляционная Палата аннулировала решение судьи Бельского суда Виорела Пушкаша от 6 октября 2015, когда были удовлетворены все исковые требования Патронатной Ассоциацией развлекательного Бизнеса, OOO „Info-play”, OOO „BaftaGC”, ООО «Master Game».
