Consiliul Concurenței a făcut mai multe lucruri pozitive anul trecut, dar activitatea acestuia încă lasă de dorit în condițiile în care mai multe piețe din Republica Moldova rămân neatinse, este concluzia formulată de experții IDIS Viitorul, Diana Enachi și Victor Parlicov la emisiunea ”60 de minute de realism economic”. Consiliul Concurenței a înregistrat progrese în activitatea sa, anul trecut. Comparativ cu 2014, valoarea penalităților a crescut de circa 22 de ori, ajungând la 38 milioane de lei. Nu este cel mai relevant indicator de performanță, întrucât performanță trebuie măsurată prin impactul intervențiilor Consiliului asupra consumatorilor, prin numărul întreprinderilor noi care intră pe o piață anumită sau prin numărul barierelor concurențiale eliminate de pe anumite piețe a explicat Diana Enachi. Potrivit ei, în 2015 Consiliul Concurenței a intervenit pe domeniul achizițiilor publice, asigurărilor, dar nu am văzut intervenții pe alte piețe. Cum ar fi piața farmaceutică, a produselor petroliere și a comercializării metalelor. Din 2014 până în 2016, indicatorul de reglementare a pieței produselor petroliere (metodologia OECD-ului) în R. Moldovei a scăzut cu 0,08 puncte. înregistrând o valoare de 2,48 puncte. (pe o scară de la 0 la 6, unde 6 înseamnă economie fără concurență, suprareglementată, iar 0 - economie liberă, dereglementată). De menționat că se estimează că, reducerea acestui indicator cu 0,5 puncte se transformă într-o rată anuală medie de creștere de 0,3% a PIB-ului pe cap de locuitor. (la fel estimarea OECD-ului). Deci, mai avem de lucru, a mai spus Enachi. Victor Parlicov, a afirmat că activitatea Consiliului Concurenței este suspicioasă și ar putea fi folosită ca bâtă politică. Un semn de întrebare este că 25% din totalul amenzilor au fost aplicate pieței asigurărilor, care este controlată de un anumit grup de persoane. Atunci când se intervine pe o piață trebuie să se cunoască care sunt motivele. Sunt ele economice, de contracarare a problemelor legate de concurență sau sunt niște indicații politice executate de instituție, susține expertul. Cu ajutorul Băncii Mondiale s-a creat un instrument de prioritizare a piețelor pe care să se intervină. Deja cât de perfect este acest instrument urmează să vedem. Este un instrument care permite cetățenilor să monitorizeze dacă instituția Consiliului Concurenței intervine pe piețele care sunt prioritare sau intervine pe unele arbitrare, este de părere Parlicov. În concluzie, experți au precizat că instituția Consiliului Concurenței are menirea de a defini corect piețele unde concurența nu poate funcționare apriori și să fie recomandate politicienilor instrumente de intervenție. Practic toate domeniile de activitate din Republica Moldova sunt concentrate și unde poate interveni doar Consiliul Concurenței.Atât timp cât aceastăinstituție și altele nu-și vor revendica independența și nu vor acționa conform legii efectele nu vor fi văzute.
