Иностранные инвесторы в Молдове удивлены скоростью изменения законов

Ассоциация иностранных инвесторов в Молдове разработала рекомендации для властей и собрала их в публикацию под названием «Белая книга». Компании недовольны бизнес-климатом, отсутствием эффективного диалога с госучреждениями и частотой смены законов, в частности, налогового и таможенного кодекса. Проблема в зыбких рамочных условиях – в частоте их изменений. Мы планируем свой бизнес на 5-10 лет, а законодательство меняется каждый год. В этих условиях трудно планировать инвестиции. Не понимаешь, какой возврат инвестиций будет и в какой период. Одно из базовых пожеланий – это стабилизировать рамочные условия, сделать их прозрачными, - говорит Александр Косс, гендиректор Sudzuker-Moldova. Иностранные инвесторы также рекомендуют гармонизировать термины, используемые в налоговом законодательстве Молдовы, с Международными стандартами финансовой отчетности и Национальными стандартами бухгалтерского учета. Компании обращают внимание на то, что некоторые положения Налогового кодекса представлены обобщенно и могут трактоваться двояко. Кроме того, Ассоциация предлагает решить проблему квалифицированных кадров, с одной стороны. А с другой - снизить взносы в Фонд социального страхования, выплачиваемые работодателем, увеличив размер взносов работников. Среди предложений значится стимулирование частных пенсионных фондов; установление одинакового размера взносов в фонд медицинского страхования для работодателя и работника и стимулирование развития частных медицинских фондов. Иностранные инвесторы предлагают, чтобы личное освобождение по подоходному налогу соответствовало минимальному прожиточному минимуму в стране, а также ввести единую ставку подоходного налога для всех налогоплательщиков, или увеличить порог применения ставки в 7% (в настоящее время такой процент взимается с лиц, чей ежегодный доход не превышает 29,64 тыс. леев). «Белая книга» издается Ассоциацией иностранных инвесторов уже в четвертый раз. Ранее она публиковалась в 2005, 2006 и 2009 гг. Значительная часть предложений компаний была принята к рассмотрению властями.
