Проект взаимоподключения электросетей Молдовы и Румынии: необходимо доверие инвесторов и внешних доноров
- внедрить новый прозрачный механизм государственных закупок электроэнергии у поставщиков по регламентированным тарифам;
- укрепить потенциал и независимость НАРЭ;
- законодательно запретить оффшорных посредников;
- повысить прозрачность действия рабочих групп в области энергетики при молдавско-румынской межправительственной комиссии;
- внедрить новый Закон об электроэнергии, принятый в мае 2016 г.;
- продвигать производство электричества из возобновляемых источников энергии и др.
- координировать финансовую помощь с условиями ЕС
- открыть в Кишиневе представительство оператора рынка электроэнергии Румынии (OPCOM)
- укрепить сотрудничество между национальными агентствами по регулированию в области энергетики Молдовы и Румынии.
- обусловить предоставление бюджетной поддержки (около 50 млн. евро) проведением реформ в энергосекторе нашей страны (в области госзакупок, проведение тендеров и др.)
- пересмотреть, совместно с Энергетическим сообществом ЕС, проекты по взаимоподключению электросетей Молдовы и Румынии.
