Валериу Лазэр: Соглашение об ассоциации не оправдало надежд фермеров

Соглашение об углубленной и всеобъемлющей зоне свободной торговли ЕС-РМ (DCFTA) не оправдало надежд аграриев. Об этом заявил в пятницу на международной конференции Выиграем как можно больше от соглашения о свободной торговле с ЕС председатель ТПП Молдовы Валериу Лазэр. Он сказал на встрече с европейским комиссаром по вопросам торговли Сесилией Мальмстрем, что после подписания Соглашения ситуация стала хуже, рынки ЕС не компенсировали все затраты и не удалось экспортировать все, что было запланировано. Прошел год, подведены итоги. Следует провести анализ и понять, почему экономика РМ не извлекла всех выгод? Если взять законодательство ЕС, стандарты и практику европейских предприятий, это означает затраты, а финансовый сектор не помогает их покрывать. Как наилучшим образом использовать эти соглашения? Необходимо выбрать более реальную программу, учитывая изменения в регионе, - считает Лазэр, в прошлом министр экономики. По его словам, молдавские предприятия не способны покрывать все затраты, чтобы соответствовать стандартам ЕС, поэтому осуществление программы задерживается. Он предложил сообществу, правительству и партнерам пересмотреть программу действий и сделать ее более реальной. Что касается рынка России, он удобен, люди к нему привыкли, а рынок ЕС трудный, но предоставляет больше возможностей, - сказал Лазэр. Европейский комиссар по вопросам торговли Мальмстрем отметила, что не все ожидания оправдались, но удалось смягчить последствия российского эмбарго и кризиса. ЕС - ведущий партнер для Молдовы и будет способствовать уменьшению зависимости от других партнеров. Вы как деловое сообщество можете играть свою роль, объясняя преимущества и возможности этого проекта. Важно продолжать осуществление реформ, - сказала она. Мальмстрем отметила, что ЕС поддержит и дальше Молдову, возобновит поддержку бюджета, но если будет подписано соглашение с МВФ. Она считает, что программа действий, предложенная Молдове, осуществима. Замминистра экономики Октавиан Калмык сказал, что общество в Молдове слишком много ожидало от DCFTA.
