На момент вступления в силу закона о рынке капитала Фондовая биржа Молдовы оказалась без лицензии, которую ей должен выдать регулятор рынка - Национальная комиссия по финансовому рынку (НКФР). По мнению профессиональных участников финансового рынка, мнением которых интересовался корреспондент агентства "Инфотаг", 18 месяцев, которые были предоставлены для внедрения в жизнь закона о рынке капитала, на практике не хватило, чтобы как следует ко всему подготовиться. НКФР только 16 января 2015 г. опубликовала Регламент о порядке получения лицензии на право работы на финансовом рынке Молдовы, и поэтому сейчас у многих возникли затруднения с получением лицензий, включая и Фондовую биржу, которая, согласно новому закону, будет называться регулируемым рынком, - пояснил собеседник агентства. Он сказал, что у всех профессиональных участников финансового рынка сроки лицензий истекли 15 марта 2015 г. На вопрос, почему за время действия на рынке двух законов: старого о рынке ценных бумаг и нового - о рынке капитала, регулятор не учел всех сложностей, которые возникнут со вступлением в силу нового закона, профессиональный участник сказал, что это связано с целым комплексом проблем. Главная проблема заключается в том, что у НКФР нет концепции развития рынка капитала, несмотря на принятие закона о рынке капитала, который искусственно подгонялся под европейские директивы, - сказал собеседник агентства. По его мнению, нормализовать ситуацию на рынке призваны "временные меры", которые НКФР предложила рынку капитала, приняв документ под названием "Постановление о некоторых временных мерах на рынке капитала".
