Declarația a fost făcută de șeful instituției, Iurie Chirinciuc, la întrevederea cu David Michael Gould, economistul principal din Oficiul Economistului-Șef pentru Europa și Asia Centrală.
Decizia a fost luată de comitetul executiv al Băncii Naţionale a Moldovei, în cadrul şedinţei din 29 septembrie 2016, ţinând cont de trendul continuu de reducere a inflaţiei, al cărui indice anual a constituit în august de 3,6%.

На аукционе во вторник, 27 сентября, эмитент ЦБ – министерство финансов разместило бумаг на 146,5 млн леев ($7,4 млн), хотя предлагало к размещению 150 млн. леев. Proiectul a fost realizat cu susţinerea Guvernului Norvegiei, Agenţiei SUA pentru Dezvoltare Internaţională (USAID) și a Universităţii Tehnice din Moldova.
A fost publicată lista jurisdicțiilor cu grad sporit de risc și care nu implementează standarde internaționale de transparență. Astfel, există 84 de jurisdicții, adică offshoruri, pe care Comisia Națională a Pieței Financiare le-a identificat ca fiind riscante.
